RECOMMENDED GCNC BY-LAWS CHANGES - TO BE CONSIDERED AT THE NEXT STATE CONVENTION, RALEIGH, APRIL 25-27, 2010

ORGANIZATION STUDY COMMITTEE RECOMMENDATIONS - April, 2010

The Organization Study Committee met as scheduled in January and the following changes to the By-Laws are recommended:

Article V    Section 5  Paragraph 1

There shall be a Committee on Nominations composed of seven members, representing at least six different Districts.  A member shall be elected biennially from each of the odd numbered districts to serve on the Committee and the even numbered Districts shall elect the committee members the following electoral year.  When even numbered District members are serving, the President shall appoint the sixth member.

Change to:  There shall be a Committee on Nominations composed of the Chairman and five  members, representing at least five different Districts.

Delete:  When even numbered District members are serving, the President shall appoint the sixth member.

Rationale:  Due to the number of the Districts falling to ten, there should be a reduction in the number of members on the Committee on Nominations.  Five members give the Committee an odd number serving in order to break a tie.

 Paragraph 2

To be eligible to serve on the Committee on Nominations a member must have served on the Board of Directors at least two years within the past five years and have attended two of the last three Annual Meetings including the business session.

Change to:  To be eligible to serve on the Committee on Nominations a member must have served on the Board of Directors at least one year within the past three years and have attended one of the last three Annual Meetings including the business sessions.

Rationale:  Due to a turnover in membership, there are good candidates for the Committee on Nominations in each District that have not had the opportunity to attend the Annual Meetings

 Paragraph 4

A member-at-large shall be elected by the Executive Committee and shall serve as Chairman.

Change to:      The Chairman of the Nominating Committee shall be appointed by the President from the five current committee members. .

Rationale:  Due to the number of the Districts falling to ten, there should be a reduction in the number of members on the Committee on Nominations.  Five members give the Committee an odd number serving in order to break a tie..

 Paragraph 6

Five members shall constitute a quorum.

Change to:  3 members shall constitute a quorum.

Rationale:  Due to the reduction in members of the committee, there should be a reduction in the quorum.

$15 in advance, $20 day of tour

Children under 16 accompanied adult free When first developed in the 1940's and 1950's around the fifty-acre Eastwood Lake in Chapel Hill, the Lake Forest neighborhood seemed far from the center of town.  Today it still seems a world apart, offering a combination of rustic charm and sophisticated plantings.  Wooded hills, lakefront views and winding streams provide a unified setting for a variety of homes and gardens.  A strong sense of community is fostered by the Lake Forest Association of homeowners and the members of its Garden Club. Lake Forest in April is a miracle: flowering trees and shrubs are underplanted with bulbs, azaleas and other spring delights; the air is filled with birdsong and the sound of flowing water.  The ten gardens on this tour offer sculptures from the dramatic to the whimsical as well as striking water features and unusual specimen plants.

An additional focus for the tour is provided by the newly-completed Visitor Education Center at the North Carolina Botanical Garden with its many and handsome “green” features, and amenities such as the Garden’s annual plant sale.
